Extension of Liloa Drive between Waipuʻilani Road and Kaʻonoʻulu Street in Kīhei

The award and use of Federal Highway Administration (FHWA) financial assistance to the County of Maui, Department of Public Works to extend the Liloa Drive between Waipuʻilani Road and Kaʻonoʻulu Street in Kīhei. The proposed extension is approximately 4,900 linear feet in length and will consist of a two-lane roadway with curbs, gutters, sidewalks, a shared-use path, retaining walls, streetlights, and related utility system improvements. The project includes improvements to three drainageways: Waipuʻilani Gulch, Kūlanihākoʻi Gulch, and an unnamed drainageway downstream of the Piʻilani Village Subdivision. The project includes two bridges, one at each of the two gulches, and an extension of an existing box culvert at the unnamed drainageway. Phase I, which is planned to begin construction in 2027 and take approximately 18 to 24 months to complete, will consist of the segment between East Waipuʻilani Road and the vicinity of Kūlanihākoʻi Street. Phase II will commence after completion of Phase I and receipt of funding and will consist of the segment from the vicinity of Kūlanihākoʻi Street northward to Kaʻonoʻulu Street.

Microgrid at the State Department of Transportation Maui District Office Baseyard

The Applicant proposes the development of Mākena Mauka, a low-density master planned residential community and related amenities. The project will offer market rate housing and residential workforce housing with a mixture of rural and single-family lots and both single-family and multi-family residential units, all located mauka of Makena Alanui Road. Fuel Storage Tank Improvements Wahiawā Wastewater Treatment Plant – Final EA (FONSI)

The Wahiawā Wastewater Treatment Plant has an underground storage tank that supplies fuel to a standby generator. The generator automatically activates during a power outage and provides electricity for the treatment plant, including the influent pumps, support equipment, HVAC, and lighting. To comply with current fuel storage regulations and strengthen environmental protection, the City Department of Environmental Services, Division of Wastewater Engineering and Construction, is proposing to replace the existing 6,000-gallon underground fuel storage tank with a new 6,000-gallon aboveground tank. The project also includes replacing the underground fuel piping, fuel monitoring panel, associated sensors, and connecting the new fuel monitoring panel to the supervisory control and data acquisition (SCADA) system.

Mānele Small Boat Harbor Breakwater Repairs, Mānele, Island of Lānaʻi

The U.S. Army Corps of Engineers, Honolulu District (USACE) along with the non-federal sponsor, the Department of Land and Natural Resources, Division of Boating and Ocean Recreation (DLNR-DOBOR) proposes to repair the existing main breakwater by restoring it to its original design using heavy equipment to remove, reposition, and replace damaged armor stone. Construction will be completed in phases, beginning with the installation of a temporary work platform on the harbor side of the breakwater. Repairs will focus on replacing and resetting armor stones above one foot below mean lower low water (MLLW) while leaving deeper stones undisturbed. Approximately 5,900 tons of existing armor stone will be reused, and about 2,035 tons of new armor stone will be installed. As work progresses, repairs will extend along the breakwater, including the head of the structure where the existing navigation light will be temporarily removed and reinstalled after repairs are completed. The project will restore the breakwater's protective armor layers to improve structural integrity and maintain harbor protection. Temporary construction materials will be removed upon completion, and any excess armor stone will be disposed of by the contractor.

The Proposed Action consists of improvements to the Kawaihae Commercial Harbor cargo yard that would include replacing existing asphalt surfaces with new reinforced concrete pavement in selected areas and paving pockets of unimproved fill areas; adding new 80-foot high mast lighting to replace lower-lighting equipment; installing conduit and raised transformer pads for future harbor upgrades; and relocating the HDOT-HAR district office building and maintenance shed to increase cargo yard footprint. HDOT Harbors proposes the expansion of Kahului Harbor to provide additional cargo space, vehicle parking, and support space for Harbor operations, utilizing Parcel A (10.73-acre). Parcel A consists of two tracts of land, TMK (2) 3-7-010:009 (10.5-acre) located at 101 E Kaʻahumanu Ave owned by A&B Properties Hawaiʻi LLC, and TMK (2) 3-7-010:035 (0.23-acre) is located at 105 Ala Luina St. owned and operated by Matson Navigation Company. The 10.5-acre parcel features three warehouses with an integrated conveyor system for sugar operations and the Kahului Railroad Roundhouse from which ELCCO Electric, Inc. and Kahului Trucking & Storage operate. The 0.23 acre parcel features the Matson office building. Parcel A will undergo development to create a paved space tailored to support Kahului Harbor’s operations. The proposed action will also have HDOT Harbors acquire parcel TMK (2) 3-7-011:029, that is the ʻĀmala Place roadway right-of-way (2.048 acres). There will be no development on this property, and the roadway will remain. To reduce potential traffic congestion, a right-turn-only lane will be constructed along Hobron Avenue within Parcel B (TMK (2) 3-7-011:017 portion). This road development will not impact public access to the shoreline and MECO. This right turn lane aims to decrease congestion and support the efficient operation of the Harbor's operations.

The proposed project involves construction of a new, private fixed dock and gangway for recreational use at the 45-221 Ka Hanahou Circle residence for the purposes of berthing a sailboat. The proposed rectangular fixed dock would be 30 ft long by 10 ft wide and be constructed of aluminum with an open grating deck. The furthest limit of the structure would be situated approximately 25 ft makai of the mean high-water mark (at the base of the existing seawall) and roughly aligned with the existing 5-ft bathymetric contour line. Six precast concrete footings measuring 4 ft square would be secured to the ocean floor beneath the dock. Vertical concrete columns would also be pre-cast into the center of each footing to support the dock. The top of the dock would be installed at approximately 5 ft above mean sea level. The University of Hawaiʻi with support from NASA seeks to resume research at an analog habitat site at the 8,090-ft elevation on Mauna Loa. The 0.5-acre site is on State Conservation District land at a previously graded and quarried area of a cinder cone that resembles the surface of Mars. Operations from 2013-2024 built a portable 900-sf structure similar to one that might be built on Mars. Research focused on operational and psychological issues that astronauts will experience as they explore the solar system. A crew of researchers lived in the habitat for months at a time, where mission length, distance from Earth, the size and functionality of the living space, communication delays and latency, and the characteristics of in-flight and surface extravehicular activities were simulated. New proposed features include a 1,000-gallon propane tank to supplement solar power as necessary, modular plant- growth chambers for food and oxygen production, and a low solar angle illumination set-up to simulate lunar conditions for 1- to 3-hour night missions up to 12 times a year. The County of Maui (COM), Department of Environmental Management, Wastewater Reclamation Division (DEM-WWRD) is proposing the construction of the Lahaina Force Main No. 3 Replacement. The proposed project will include replacement of the existing 20-inch sewer force main (FM) from the Lahaina Wastewater Pump Station (WWPS) No. 3 to the existing valve vault near the location of the old Lahaina WWPS No. 3. The existing FM will be capped and remain as an emergency backup or abandoned in place. The new 20-inch FM will be approximately 2,200 linear feet (lf) long and will extend from the Lahaina WWPS No. 3 to the existing valve vault, using the same start and end points as the existing FM but on a new alignment. The new alignment will generally be along Wahikuli Terrace Park Access Road and Malo Street before crossing Honoapiilani Highway and terminating at the existing valve vault.

Kekaha Municipal Solid Waste Landfill Cell 3 Vertical Expansion – (EIS Preparation Notice)

The County of Kaua`i, Department of Public Works, Solid Waste Division (County) is proposing to develop Cell 3 to gain additional airspace capacity at the Kekaha Landfill located in Kekaha, Kaua`i, Hawai`i. Kekaha Landfill is the only active, permitted municipal solid waste landfill on Kaua`i. It was established in 1953 and has been in continuous operation through sequential operational phases and expansion cells. Kekaha Landfill’s currently permitted landfill area is 74 acres, which includes the Phase I, Phase II, Cell 1, and Cell 2 areas. Kekaha Landfill is anticipated to have capacity through 2030. The County is proposing the Cell 3 vertical expansion to meet the near-term waste disposal requirements for Kauaʻi while a new landfill site can be permitted and constructed (which is anticipated to take approximately 10 years). Cell 3 would provide additional airspace through a vertical expansion over the footprint of the Phase I and Phase II landfill areas. An overliner system would be constructed above the pre-subtitle D, unlined Phase I disposal area to collect and recover leachate from future waste placed in Cell 3. The maximum elevation of Cell 3 would be 85 feet (ft) above mean sea level (amsl) in Phase I and 188 ft amsl in Phase II. Cell 3 would cover approximately 40 acres within the existing 74-acre permitted, limit-of-waste footprint. Cell 3 would add an additional, estimated 10 years of capacity to Kekaha Landfill.
