Issuance of a federal permit from the U.S. Army Corps of Engineers for construction of a fixed dock and gangway at a private residence in Kāneʻohe Bay. The proposed project would construct a private 30-foot-long by 10-foot-wide fixed dock and a 14.9-foot-long by 4-foot-wide gangway below the mean high water mark. The dock would be supported by six precast concrete footings secured to the seafloor with helical anchors. Up to 1 cubic yard of sediment would be excavated to prepare the footing locations and disposed of at an approved upland location. The gangway would connect the dock to a concrete landing on the existing patio mauka of the seawall. Construction is anticipated to take less than one month. The project includes measures to avoid and minimize impacts to marine resources, including open-grating decking to reduce shading of benthic habitat, placement of footings to avoid existing live coral colonies, and use of screw-in anchors instead of impact or vibratory pile driving. Turbidity controls, environmental awareness training, equipment disinfection, and measures to minimize impacts to marine mammals and other protected species would also be implemented.
