The City & County of Honolulu Department of Environmental Services (ENV) receipt and use of federal financial assistance from Federal Highway Administration (FHWA) for structural protection and maintenance improvements to the existing Waiʻanae Wastewater Treatment Plant ocean outfall at Lualualei Beach Park. The project would install an approximately 125-foot- long reinforced concrete encasement around the existing 36-inch-diameter outfall pipe where it crosses the shoreline to protect the pipeline from continued erosion, wave action, boulder movement, and undermining. The project would also permanently cap three existing offshore pressure manholes (Manholes 2, 3, and 4) with precast reinforced concrete structures anchored to the existing concrete jacket. The caps would replace deteriorated cast iron covers and protect the manholes from uplift forces. Construction would involve shoreline work staged from the existing campground access road and offshore work conducted from an anchored barge. Temporary construction impacts, including disturbance to beach and marine resources and increased turbidity, would be minimized through best management practices and applicable federal and state permit conditions. The project would occur primarily within the existing outfall footprint and is intended to extend the service life and reliability of the existing ocean outfall, reduce the risk of infrastructure failure and effluent leakage, and protect coastal water quality.
