The U.S. Army Corps of Engineers, Honolulu District (USACE) along with the non-federal sponsor, the Department of Land and Natural Resources, Division of Boating and Ocean Recreation (DLNR-DOBOR) proposes to repair the existing main breakwater by restoring it to its original design using heavy equipment to remove, reposition, and replace damaged armor stone. Construction will be completed in phases, beginning with the installation of a temporary work platform on the harbor side of the breakwater. Repairs will focus on replacing and resetting armor stones above one foot below mean lower low water (MLLW) while leaving deeper stones undisturbed. Approximately 5,900 tons of existing armor stone will be reused, and about 2,035 tons of new armor stone will be installed. As work progresses, repairs will extend along the breakwater, including the head of the structure where the existing navigation light will be temporarily removed and reinstalled after repairs are completed. The project will restore the breakwater's protective armor layers to improve structural integrity and maintain harbor protection. Temporary construction materials will be removed upon completion, and any excess armor stone will be disposed of by the contractor.
