The U.S. Army Corps of Engineers, Honolulu District (USACE) proposes incremental repairs to the existing Laupāhoehoe Harbor breakwater cells and cap. Repairs to the breakwater cells and cap would occur in approximately 16-foot- long segments, beginning along the trunk and moving south toward the head of the breakwater. The existing cap would be removed along with all existing interior fill. The concrete piles will remain in place and be temporarily shored to maintain structural integrity. The existing base course would be replaced and graded, and the loose-fill core would be refilled with pre-cast concrete blocks. All work will occur within the breakwater core, with no manipulation, repair, or other impact to the breakwater surface stones. No dredging, in-water work, vessel use, or barge use is proposed. USACE is coordinating with the County of Hawaiʻi Department of Parks and Recreation to utilize approximately 1.4 acres of uplands within Laupāhoehoe Point Beach Park as a construction laydown area for casting and stockpiling the pre-cast concrete core blocks. Subgrade fill or aggregate would either be repurposed or from existing fill or imported to the site from on land.
