Modifies ROH Title IV, Chapter 15, Article 2, Article 22, Article 23, and Article 28 relating to traffic and vehicles, for the regulation of on-street and off-street public parking. Defines the” Parking Meter Zone” and authorizes the addition or subtraction of paid public parking within it. Adds flexibility to the City’s parking facilities operations model (metered v. concession) and makes conforming amendments to article sections. Updates hourly on-street and off-street parking rate maximums and minimums. Establishes variable “tiered” parking rates for extended stays at metered parking. Authorizes the incremental adjustment to minimum and secondary hourly parking rates on street segments and in off-street parking areas according to monitored parking occupancy. Updates methods of payment for all metered parking. Updates parking rate change communication requirements and allows for discounts to low-income residents.
