In the title of the new article and throughout the article itself, changes the name of the new fund to the "HOMEBUYERS' LOAN ASSISTANCE REVOLVING FUND." B. In SECTION 1 of the bill, adds the City Council's findings that: (1) providing loans for down payments and closing costs would help eligible homebuyers in the City and County of Honolulu ("City") to overcome barriers to homeownership; (2) homeownership strengthens communities by promoting economic stability and civic engagement; and (3) State of Hawai‘i ("State") and federal programs cannot support all City residents who could, with additional financial support, become homeowners; adds the Council's intent to prioritize supporting homebuyers who are ineligible for existing State and federal homeownership financial assistance programs; and adds the objectives of the loan program. C. In SECTION 2 of the bill: 1. Amends proposed ROH § 6-__.2 ("Purpose") to more generally state that the purpose of the homebuyers' loan assistance revolving fund is to assist eligible homebuyers with the purchase of a principal residence within the City and assist homebuyers who do not qualify for homeownership financial assistance programs provided by the State and federal government; 2. Amends proposed ROH § 6-__.3 ("Deposits") by broadening the allowable deposits into the homebuyers' loan assistance revolving fund and adding that all income generated from the loan program must be deposited into the homebuyers' loan assistance revolving fund; 3. Have an annual household income that is 160 percent or below of the area median income for the City, as determined by the United States Department of Housing and Urban Development; provided that the Director of Community Services may establish lower household income limits to prioritize households that are not eligible for programs administered by the State or federal government; e. Be approved by a participating mortgage lender for a first mortgage covering the balance of the purchase price; f. Provide at least 5 percent of the purchase price toward the down payment or closing costs, or both; and g. Successfully complete a United States Department of Housing and Urban Development-approved homeownership counseling course prior to closing on the property; 5. Adds a new ROH section, proposed ROH § 6-__.6 ("Program limitations"), to: a. Read by script from the agenda PDF (pipeline/auto_zon_agendas.py): the items were lifted by pattern, and the agenda was added only because every numbered line parsed; a person has not reviewed this page. Only the items under the agenda's “For action” headings are carried; briefings and presentations printed before them are not. Copied from the committee's agenda in the City Council's document system, read Sept. 19, 2026. Measure numbers, headings, names, figures and dates are the council's; page headers and page numbers were removed and nothing else was changed. An item is placed in a board area only by a tax map key it prints, checked against the State of Hawaiʻi's parcel layer, or by the map point of a department file it names. A place name alone does not place an item. The Ledger has not read the bills, resolutions or committee reports and takes no position.
