RELATING TO THE ESTABLISHMENT OF FEES AND CHARGES FOR SERVICES OF THE DEPARTMENT OF THE MEDICAL EXAMINER (MED). Amending Chapter 6, Revised Ordinances of Honolulu 2021, establishing fees and charges for the performance of services by the MED that it is not otherwise required by law to perform, that are reasonably related to the cost of the service being provided, and that are not among the fees that the MED is currently authorized to charge. Authorizing a total transfer not to exceed $3,193,954 in General Fund monies from the Provision for Homeless Activities activity (current expenses ("CE") character of expenditure ("COE")), consisting of $1,932,795 to the Community Based Development activity (salary COE); $480,759 to the Community Based Development activity (CE COE); and $780,400 to the Community Based Development activity (equipment COE) to cover salary expenses, current expenses, and equipment required to fund the expansion of the Homeless Outreach and Navigation for Unsheltered Persons ("HONU") program. Approving the City and County of Honolulu’s Thirty-Second Year Action Plan for the Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grants, and Housing Trust Fund programs and authorizing its submittal to the U.S. Department of Housing and Urban Development. Authorizing a transfer of funds not to exceed $540,000 in Hanauma Bay Nature Preserve Fund monies from the Department of Parks and Recreation ("DPR") Recreation Services activity (salaries character of expenditure ("COE")) to DPR Recreation Services activity (current expenses COE) for Fiscal Year 2026 to meet budget shortfalls for Security Guard services. RELATING TO PARKING. Amending the City's traffic code established by Chapter 15, Revised Ordinances of Honolulu 2021, by establishing a citywide Parking Meter Zone for on-street and off-street parking, authorizing variable parking meter rates and operation hours for all zones, establishing criteria for periodically adjusting parking meter rates and operation hours, repealing facility-specific regulations, and authorizing reduced parking rate programs. Councilmember Nishimoto exited the Council Chamber. Council Chair Waters exited the Council Chamber.
