Conforms ROH provisions to House Bill 2021, HD2, SD2, CD1, Relating to Transportation. Adds definitions for "Class 1 Electric Bicycle," "Class 2 Electric Bicycle," "Class 3 Electric Bicycle," "Electric Bicycle," "Electric Micro-Mobility Device, "HighSpeed Electric Device,” and "Electric Motorcycle." Substitutes the term “electric bicycle" for the terms "bicycle with motor," "motorized bicycles,” and similar terms. Substitutes the term "motor-driven cycle” for the term "motor scooter." Regulates riding electric bicycles on sidewalks under certain circumstances. Prohibits on bikeways: (1) driving a vehicle, other than a bicycle, electric foot scooter, or electric micro-mobility device, with specified exceptions; and (2) operating mopeds or electric motorcycles. Requires the reclassification of electric bicycles or electric foot scooters operated upon a highway, bikeway, or sidewalk when modifications or alterations are made such that the vehicle exceeds speed or wattage limits.
