PROPOSED CD1 TO RESOLUTION 26-90 (Submitted by Councilmember Kiaʻāina) – The CD1 (OCS2026-0314/5/15/2026 8:39 AM) makes the following amendments: A. In the fourth WHEREAS clause, identifies the Mayor's letter as Mayor's Message 53 (2026). B. In the fifth WHEREAS clause, adds that Micah Kim would succeed Margaret Cannell, whose term expired on June 30, 2025, if confirmed by the Council. C. In the fourth WHEREAS clause, identifies the Mayor's letter as Mayor's Message 61 (2026) and corrects the date of the letter to April 28, 2026. B. PROPOSED CD1 TO RESOLUTION 26-96 (Submitted by Councilmember Kiaʻāina) – The CD1 (OCS2026-0295/5/15/2026 9:19 AM) makes the following amendments: A. Separates the third WHEREAS clause, relating to commissioner qualifications, into two WHEREAS clauses: 1. In the third WHEREAS clause, includes the list of disciplines (academic fields of study) that commissioners are selected from; and 2. In the fourth WHEREAS clause, details the expertise and knowledge commissioners must possess, and provides that the Mayor is required to seek recommendations on Commission appointments from community, professional, and ethnic organizations. B. In the seventh WHEREAS clause, provides that the Mayor reappointed Richard Davis to the Oʻahu Historic Preservation Commission by Mayor's Message 55 (2026). C. In the eighth WHEREAS clause, provides that Richard Davis will serve for a second term to expire on June 16, 2031, and continue to provide representation in the archaeology discipline. D. Makes miscellaneous technical and nonsubstantive amendments.

Amends the resolution title to read as follows: "CONFIRMING THE APPOINTMENT OF LANI MAʻA LAPILIO TO SERVE ON THE OʻAHU HISTORIC PRESERVATION COMMISSION OF THE CITY AND COUNTY OF HONOLULU." B. Separates the third WHEREAS clause, relating to commissioner qualifications, into two WHEREAS clauses: 1. In the third WHEREAS clause, includes the list of disciplines (academic fields of study) that commissioners are selected from; and 2. Adds a new second WHEREAS clause stating that, pursuant to Charter Section 13-103, members of the Planning Commission are appointed by the Mayor and confirmed by the City Council for staggered five-year terms. B. In the now-fifth WHEREAS clause, adds a reference to Mayor's Message 56 (2026). C. Adds a new sixth WHEREAS clause to state that, if Hilarie Alomar is confirmed by the Council, she will serve for a second term to expire on June 30, 2031. D. Makes miscellaneous technical and nonsubstantive amendments. PROPOSED CD2 TO BILL 70 (2025), CD1 (Submitted by Councilmember Tupola) – The CD2 (OCS2026-0294/5/13/2026 11:06 AM) makes the following amendments: A. Adds a new SECTION 2 to the bill that amends the definitions of "City" and "Privately Owned Parks and Playgrounds." Renumbers subsequent SECTIONS of the bill accordingly. B. In renumbered SECTION 3 of the bill, which amends ROH § 22-7.8: 1. Amends the title of the section to clarify that the section covers a credit toward new land required for parks and playgrounds. 2. Amends subsections (a) and (c) to clarify that the credit applies toward new land dedicated or provided in perpetuity for park and playground purposes. 3. Amends proposed new ROH § 22-7.8(d) to read as follows: "(d) Credit for dog parks. When new land is dedicated or provided in perpetuity for use as a dog park, this land may be credited toward the park and playground land area required under § 22-7.5; provided that: (1) The dog park does not use existing publicly or privately owned park and playground land; and (2) The credit may not exceed 10 percent of the park and playground land area required." C. Makes miscellaneous technical and nonsubstantive amendments.

PROPOSED CD2 TO BILL 34 (2026), CD1 (Submitted by Councilmember Kiaʻāina) – The CD2 (OCS2026-0323/5/15/2026 10:17 AM) makes the following amendments: A. Amends ROH § 21A-1.1(d) in SECTION 2 of the bill by clarifying that failure to participate in the program will (instead of could) result in the denial of federal financial assistance for acquisition and construction purposes, and will (instead of could) jeopardize loans secured by improved real estate by lending institutions regulated by the federal government. B. Amends ROH § 21A-1.4 in SECTION 4 of the bill by amending the definition of "New Construction" to retain the quotation marks for "start of construction." C. Amends ROH § 21A-1.5(e) in SECTION 5 of the bill by retaining the reference to the watercourse (instead of watercourse areas). D. Makes miscellaneous technical and nonsubstantive amendments.
