COLLECTIVE BARGAINING COST ITEMS FOR BARGAINING UNIT 15. Approving the wage and non-wage cost items for the Unit 15 Collective Bargaining Agreement between the Employer and the Hawaiʻi Government Employees Association, for the period from July 1, 2025, to and including June 30, 2029, for employees in Bargaining Unit 15 of the City and County of Honolulu. TRANSFER OF FUNDS (DCS). Authorizing a transfer not to exceed $692,800 in General Fund ("GN") monies from the Provision for Grants, Partnerships and Security activity, current expenses ("CE") character of expenditure ("COE"), to the Department of Community Services ("DCS"), Community Based Development activity, $33,514 of which will be transferred to Salaries ("S") COE and $659,286 to CE COE, to meet the local match grant program needs of the DCS. TRANSFER OF FUNDS (HPD). Authorizing a transfer of up to $280,000 in General Fund ("GN") monies within the Patrol activity, from the current expenses ("CE") character of expenditure ("COE") to the Equipment (“E”) COE to enable the Honolulu Police Department ("HPD") to purchase essential equipment (all-terrain vehicles) for use by Community Policing Teams. Authorizing a transfer not to exceed $338,000 in General Fund ("GN") monies from the Provision for Grants, Partnerships and Security activity, current expenses ("CE") character of expenditure ("COE"), to the Department of Transportation Services ("DTS") Administration activity, CE COE, to cover the City and County of Honolulu’s matching contribution required by the U.S. Department of Transportation Federal Highway Administration ("FHWA") for the FHWA candidate project in the federal fiscal years 2025-2028 Oahu Metropolitan Planning Organization Transportation Improvement Program.
