REAPPOINTMENT OF DR. PETER YOUNG TO THE BOARD OF REVIEW III FOR REAL PROPERTY TAX APPEAL. Confirming the reappointment of Dr. Peter Young to serve on the Board of Review III for real property tax appeals of the City and County of Honolulu for a term to expire on June 30, 2031. Authorizing a transfer (totaling $1,487,000) not to exceed $1,257,000 in General Fund monies and $230,000 in Highway Fund monies from the Provision for Energy Costs activity (Current Expenses ("CE") character of expenditure ("COE")) to the Department of Facility Maintenance ("DFM") Public Building and Electrical Maintenance Division activity (CE COE) and the DFM, Division of Automotive Equipment Service activity (CE COE) for the Fiscal Year 2026 to cover insufficient funding for increases in electricity, gas, and fuel costs. Authorizing a transfer not to exceed $585,000 in General Fund monies from the Honolulu Fire Department ("HFD") Fire Operations and Mechanic Shop activities (Salaries ("S") character of expenditure ("COE")) to the Radio Shop, Fire Operations, and Mechanic Shop activities (Current Expenses ("CE") COE) for Fiscal Year 2026 to fund increased costs associated with utilities, fuel, energy, parts and equipment, and costs related to the Kona Low storm. Authorizing a transfer not to exceed a total of $1,322,000 in General Fund monies from the Provision for Salary Adjustments and Accrued Vacation Pay Activity (Current Expenses ("CE") character of expenditure ("COE")); $11,500 in Liquor Commission Fund ("LC"); $1,260,500 in General Fund ("GN"); and $50,000 in Hanauma Bay Nature Preserve Fund ("HN") monies to the Department of Corporation Counsel ("COR"), Honolulu Fire Department ("HFD"), and Ocean Safety Department ("OSD") activities (Salaries (S) COE); to fund accrued vacation payments and anticipated arbitration salary increase payments.
