Amends ROH Chapter 32, Articles 4 and 5, by revising the post-construction grant and pre-construction subsidy amounts, respectively, that an owner may be eligible to receive for the construction of affordable rental housing units. Amends the pre-construction subsidy requirements by adding a requirement for the owner to obtain a project completion bond.
