Summary, as the council's system prints it

Repeals certain specific fees and charges for the use of botanical gardens, public parks, and recreational facilities. Authorizes, by way of the delegation of such authority, the DPR Director to establish fees and charges by rule for the commercial and noncommercial use of parks; recreational facilities; and botanical gardens, excluding camping fees, under the jurisdiction of the DPR and requires that the fees and charges collected (except those derived from the use of the Hanauma Bay Nature Preserve and for any program, facility, or service under the jurisdiction of the Department of Enterprise Services) be deposited into a fund designated by the DPR Director. Provides the DPR Director with rulemaking authority. Establishes civil fines. Establishes reporting requirements. Requires the DPR Director to adopt rules within 450 days of the effective date of the ordinance. Takes effect upon approval; provided that the fees established by ROH articles and sections to be repealed will remain in effect until the DPR
