Amends various provisions relating to traffic and vehicles. Requires the DTS Directorto apply standards established in the MUTCD when locating, selecting, installing, and maintaining City traffic control devices. Requires the DTS Director to maintain certain traffic schedules of traffic control devices on the DTS website. Permits the use of skateboards, roller skates, toy vehicles, and similar devices within bicycle lanes located in the Waikiki Special District. Repeals ROH § 15-3.3, which authorizes the BFS Director to designate authorized tow vehicles. Changes the minimum property damage threshold for filing a subsequent report of a motor vehicle accident from $300 to $_. Updates the type of warning lights used at mid-block crosswalks from “amber colored lamps” to “flashing pedestrian beacons.” Authorizes vehicles to traverse, encroach, or stand in a City transit bus lane when making a right-hand turn.
