Requires that dumpsters, whether publicly- or privately-owned, placed on a public street or right-of-way for the collection of refuse or waste be equipped with two red reflectors on each side, excluding the top and bottom of the dumpster, one at or near the front and one at or near the rear of each side. Prohibits the placement in a public street or right-of-way of a dumpster that does not comply with the reflector requirement, a violation of which is punishable by a civil fine not exceeding $500 for each violation.
