Amends Fort Street Mall Special Improvement District No. 2, established by Ordinance 02-48, as amended by Ordinance 07-44, relating to the Fort Street Mall Special Improvement District No. 2., and supersedes any conflicting provisions. Renames the Fort Street Mall Special Improvement District No. 2 to the Downtown Honolulu Business Improvement District No. 2. Replaces the Fort Street Mall Special Improvement District Plan with the Downtown Honolulu Business Improvement District Plan. Revises the District's boundaries and the list of parcels of land to be assessed. Makes revisions to the District's supplemental services and improvements to be provided or financed and the rate or method of apportionment of the existing special assessment.
