Summary, as the council's system prints it

Requires all City departments to submit a report to the Council detailing an intergovernmental agreement or a private grant agreement made with the City, at least 15 days before being entered into or used. Further requires certain agreements that involve city expenditure below of $30 million or less, or otherwise utilize City resources, to be reported to the Council in order to become effective. Provides that a Councilmember may file written objection to these agreements within 15 days after the report is submitted to the Council; to become effective, these agreements must be approved by the Council via resolution.
