Amends sections of Chapter 1 5B, Public Transit, Revised Ordinances of Honolulu 2021, to promote public safety, system security, service quality, and multimodal transit options on the City’s transit system. Emphasizes the core purpose of the city’s multimodal municipal transportation system, that passenger protection and safety includes keeping passengers safe from illness in a COVID-19 world, and the protection and preservation of transit vehicles and facilities representing billions of dollars of capital investment. Adopts various definitions related to weapons from State law and adds a new definition of a non-firearm weapon, to expand and clarify the types of instruments, tools, or objects that may be deemed a weapon under certain circumstances.
