Urging the City and County of Honolulu and the State of Hawaiʻi administrations to incorporate lessons learned from the community-initiated disaster response efforts to the recent Kona Low storms into future disaster response plans. 4. PROPOSED CD1 TO BILL 12 (2026) (Submitted by Councilmember Tupola) – The CD1 (OCS2026-0180/4/6/2026 1:10 PM) makes the following amendments: A. In SECTION 2 of the bill: 1. Amends proposed ROH § 43-__.3(a) to provide that the designated department shall make the required website available no later than July 1, 2030. 2. Amends proposed ROH Section 43-__.3(b) and (c) by reversing subdivisions (1) and (2) so that the order of the information requirement and the map feature requirement is consistent with language in subsection (a). 3. Amends proposed, renumbered ROH § 43-__.3(b)(1)(C) by removing the requirement that information on flow amounts be listed on the required website. 4. Amends proposed, renumbered ROH § 43-__.3(c)(1) by removing paragraphs (A) and (D), which contained requirements that information on stormwater draining line capacity and flow amounts, as well as gray water reuse of stormwater, be listed on the required website. Re-letters paragraphs accordingly. B. Adds a new SECTION 3 which requires the City Administration to submit an annual report to the City Council, detailing its progress towards full implementation of the bill. Renumbers the subsequent SECTION. C. Makes miscellaneous technical and nonsubstantive amendments. 5. Bill 35 (2026) – RELATING TO STREETS, SIDEWALKS, MALLS, AND OTHER PUBLIC PLACES. Amending and repealing certain outdated, obsolete, or unnecessary provisions relating to curbside tellers. (Bill passed first reading 5/13/26)
