Authorizing a transfer of up to $300,000 in General Fund moneys within the Honolulu Police Department's ("HPD"), Support Services activity, from the current expenses character of expenditure ("COE"), to the Equipment COE, to facilitate the replacement of the HPD's legacy IDEMIA LiveScan systems and the upgrade of existing Multi-Biometric Identification System workstations, thereby maintaining operational compatibility, system reliability, and manufacturer support.
