Makaīwa Hills Landfill (DISCONTINUED)

Description: The Department of Environmental Services (ENV) requests to amend the ‘Ewa Public Infrastructure Map to include a Solid Waste (SW) symbol and a Corporation Yard (CY) symbol for the purpose of establishing a new landfill and associated base yard requirements on a portion of the parcels, Tax Map Key (TMK) 9-2-050: 001 and 9-2-050: 003, otherwise known as Makaīwa Hills. The Project would require the acquisition of these parcels, approximately 500 acres in size, and would include construction of a new municipal landfill to dispose of O‘ahu’s municipal solid waste, construction and demolition waste, and ash and residue byproducts from the H-POWER plant. Additional solid waste supporting infrastructure and activities are proposed for the Project site. The Makaīwa Hills Landfill is planned by the ENV to replace the existing Waimānalo Gulch Sanitary Landfill (WGSL) which will no longer accept waste and must cease operation by March 2, 2028, in accordance with Condition No. 1 of the State Land Use Commission’s Docket No. SP09-403. The WGSL is the island’s only municipal solid waste landfill.
