Honolulu City Council met in regular session at 10 a.m. Thursday, Nov. 5, 2026, in the City Council Chamber (agenda, hnldoc id 29504). As of a Nov. 6 check, hnldoc listed 23 committee reports stamped “ADOPTED 11/05/26” and had not posted written minutes for that session (newest Council minutes on file: Sept. 9, 2026, subcategory 14). This report treats those stamps as the posted floor-adoption record. It does not invent full-Council roll calls. Committee tallies below are as printed in the committee reports.

Third reading. Adopted committee reports:

  • CR-281(26) — Bill 40 (2026), CD1, real property taxation. The hnldoc bill record summary says it temporarily entitles the owner of certain owner-occupied condominium units to a real property tax home exemption, applying retroactively to the tax year beginning July 1, 2025 (Bill 40 (2026)). Budget’s Oct. 20 report recommended third reading (committee: 4 ayes — Kiaʻāina, Nishimoto, Okimoto, Tulba; 2 absent — Cordero, Waters).
  • CR-284(26) — Bill 11 (2026), CD1, affordable housing incentives reporting to the Council (agenda). Housing, Homelessness & Parks recommended third reading in CD1 form (committee: 3 ayes — Nishimoto, Tulba, Tupola; 2 absent — Cordero, Weyer).

Committee-report adoption and third reading are not enactment. Under the Revised Charter of Honolulu § 3-203, a bill that has passed the Council becomes an ordinance if the mayor signs it, if the mayor does not return it disapproved within ten days (excluding Saturdays, Sundays and holidays), or if the Council repasses it over a veto by two-thirds of its entire membership (charter).

Second reading. Adopted: CR-285 / Bill 57 (2026), CD1 (outdoor playcourts); CR-289 / Bill 58 (2026) (shared micromobility parking); CR-294 / Bill 55 (2026), CD1 (YMCA of Honolulu Waikīkī rezone to A-2, height 150 ft., per agenda); CR-300 / Bill 53 (2026), CD1 (shopping carts) (agenda).

Appointments. Adopted: CR-301 / Resolution 26-213 (reappoint Dr. Richard Kebo, Ocean Safety Commission); CR-292 / Resolution 26-235 (appoint Anthony J. Baldomero, Jr., to the HART Board) (agenda).

Wastewater bonds. Adopted: CR-282 / Resolution 26-222 (not to exceed $210,000,000 Wastewater System Revenue Bonds, Junior Series 2026); CR-283 / Resolution 26-225 (not to exceed $205,000,000, Senior Series 2026) — amounts as printed on the agenda.

Land use, rail and parks. Adopted: CR-295 / Res. 26-218, CD1 (SMA major, Kāneʻohe, Smith Trust); CR-296 / Res. 26-220, CD1 (SMA major, Kailua, Nicholas and Krista Baum); CR-297 / Res. 26-221, CD1 (SMA major, Waiʻanae, Randall and Irene Wong); CR-298 / Res. 26-230, CD1 (Kapolei Parkway Lots 2–5 affordable rental exemptions, KP52 Developer, LLC); CR-299 / Res. 26-236, CD1 (urge return of Bellows Air Force Station lands, Waimānalo); CR-290 / Res. 26-200 (DTS Agency Rail Safety Plan); CR-291 / Res. 26-226 (Humuhumu Services subsurface easements, Barbers Point Beach Park and named ‘Ewa roads); CR-293 / Res. 26-228 (AIDS Memorial gift at Kakaʻako Waterfront Park, valued at $97,081 as the agenda prints) (agenda).

Other gifts / travel (values as agenda prints). Adopted: CR-286 / Res. 26-219 ($5,607.25 benches/plaques, Aina Moana Park); CR-287 / Res. 26-223 ($2,718.74, Sandy Beach Park); CR-288 / Res. 26-224 ($3,769.63 tennis nets, Patsy T. Agenda items without a posted Nov. 5 action stamp. Measure rows still lacked a Nov. 5 adoption event for: Res. 26-238 (Culture and the Arts — Ualani Davis); Res. 26-240, 26-241, 26-242 and 26-215 (public hearing and referral); Bill 61 first reading; Res. 26-250 and 26-247; and approval of the Sept. 9 minutes (agenda). Bills 62–63 and Resolutions 26-258–26-260 show INTRO dated Nov. 5 on their hnldoc measure records (Bill 62; Bill 63; Res. 26-258; Res. 26-259; Res. 26-260).

Basis. hnldoc agenda id 29504 and committee-report PDFs stamped ADOPTED 11/05/26 (ids above). Dollar figures are as printed by the Council, not independent estimates. Nov. 5 Council minutes were not posted as of this check; label them draft when they appear until the Council adopts them. No existing Hawaii Ledger page for this meeting was found on Nov. 6.
